Confused about incapability and power of attorney

I was informed that (in Wisconsin) it is not possible to make any person go anywhere or do anything against their will, even if there is an activated power of attorney and even if a court order is issued.


Although my mother is incapable of caring for herself, the specialists/doctors have informed me of this "fact".

As a result, they see no need to activate the POA.

Anyone aware if this is true or have experience.
