How to keep elderly husband in bed?

I have an 87 year old husband who is in a twin hospital bed with rails but he is determined to take the rails down and fall out of bed without getting hurt.

I am afraid he will one day.

I have put bungee hooks on the rails but he still gets them down.

My caregiver has put the legs of the electric bed up so he can't get momentum to get out of bed.

Do you think this is a good idea for nighttime with his legs up?

He doesn't look comfortable and I'm not sure about blood flow but I don't want him to fall out of bed and hurt himself.
