Transferring elderly person with A.L.S from chair to wheelchair

It has come to my notice when visiting my Mother who is in a residential home.

On many occasions Maureen my mothers friend who suffers from A.L.S when being moved the carer will pull her out of the chair with her wrist.

The carer will grasp each wrist with her hands and drag her to her feet then swivel round and lower her into the wheelchair to take her backwards and forwards to the toilet.

I was just wondering is this the proper way to move an elderly person around because I find this method quite upsetting to see.
